विवादास्पद पृष्ठभूमिका डिपो प्रमुख शर्मा विगत दुई वर्षदेखि थानकोट डिपोमा मस्ती गर्दै आइरहेका छन् । नेपाल आयल निगमको प्राविधिक ओभरसियर रहेका शर्मालार्ई निगमको तत्कालीन व्यवस्थापनले कर्मचारी प्रशासन विनियमावलीको परिच्छेद ५ को दफा ५(४)मा निगमको अधिकृतका लागि आवश्यक न्यूनतम शैक्षिक योग्यता मान्यताप्राप्त शिक्षण संस्थाबाट कम्तीमा स्नातक उपाधि प्राप्त हुनुपर्ने व्यवस्थालार्ई लत्याउँदै २०५२ सालभन्दा अगाडि सेवा प्रवेश गरेका कर्मचारीहरुको हकमा शैक्षिक योग्यतासम्बन्धी प्रावधानमा संशोधन गर्दै एक तहमुनिको शैक्षिक योग्यता हुनुपर्नेमा सो नहुने व्यवस्था कायम गरी २०६४ सालमा सिधै आठौँ तहमा बढुवा गर्ने निर्णय गरेको थियो । स्नातक तह उत्तीर्ण नगरेका उनलार्ई आठौँ तह अधिकृत पदमा बढुवा गर्ने निगम व्यवस्थापनको उक्त निर्णयविरुद्ध अख्तियार दुरुपयोग अनुसन्धान आयोगमा उजुरी परेको थियो । उक्त उजुरी सम्बन्धमा अख्तियार दुरुपयोग अनुसन्धान आयोगले शर्मालार्ई नियमविपरीत बढुवा गरिएकाले घटुवा गर्न निर्देशन दिँदै पत्र काटे पनि उनको व्यक्तिगत फाइल नै गायब पारेर उनलार्ई थानकोट डिपो प्रमुख बनाइएको स्रोतको दाबी छ ।</div>
